William Patry's recent blogs for more details. The basic idea is that you could handle most personal copyright infrigement cases of a smaller dollar amount in a small claims court.
Perhaps a Numly registration is all that would be needed to prove your copyright claim submission date. We would like to think so but we will need to wait to see how this proposal shakes out.
